non-gang players

since so many are not in agang and are playing solo-- there should be some way for them to "register" as a solo entity and be involved in some respect wars as well. (against other registered solo players)

obviously a solo player wouldnt need to have a weaponry, but it would be a cool aspect of the game for them to gain some notoriety. this could also replace the forum post count in the HoF.
